I want my users to be free to use their own passwords, but I don't want to give them all access to cPanel. Is this possible?

It is possible. Have your users log into www.yourdomainname.com/webmail using their email address for the account name and the password you gave them. When it opens, click on "Change Password" and have them type in their own password. Save the changes and they will be set.
